You know, I was about to write a snarky reply about your posting a
random table of dates and numbers to the list, but then I looked at
Shmoocon's actual registration page:

and I think what you wrote probably makes more sense. :)  Like many
things coming out of our nation's capital, it seems rather more
complicated than it needs to be.
