Are you looking to buy 20 DVD readers and use JBOD or some form of RAID?  That sounds theoretically possible, albeit not a great idea.  It'd be cheaper to get an external drive and use that.  Probably faster too.  If you're looking to use a lot of disks in a single drive, and swap discs out as needed on demand, I don't know of any kind of filesystem or layer that lets you do that.
