Well, anyone can run 'ping yahoo.com' to test their connection, but ping is still just as much of an 'admin tool' as grep or ifconfig. On the same thread, displaying the contents of a file that holds a cooking recipe is not an administrative task, regardless of whether or not a person runs 'cat bombacious-tacos.txt' to display it. However, running 'cat /etc/passwd' is using it for an administrative task. I think of a command as an "admin tool" when it gets the job done.
