Comcast used to not filter, but they started filtering some time last year.  
Some people claim there was a pattern to which IPs they filtered and which they 
ignored, although I was not able to confirm that.

I ended up biting the bullet and getting a dynamic business IP, which has been 
stable enough (only changed once in the last 4 years, unless you change NICs).

BTW, fios was less supportive of running a server.  They filtered most ports 
unless you purchased the static IP.


Check out comcast with a dynamic IP.  It will most likely be stable enough.  
(although you only get 1 IP, but that has been enough for me.)
