Does the drive make any noise? It might just have a little sticktion.
Try putting power to it and snap the drive from left to right
(horizontally). This used to work well for me with old ESDI and MFM
drives.

I suspect that the drive capacity and number of heads is in PROM, so you
might need the exact model.  I have these ( marked as not working )
