[PLUG] pls recommend a text editor

Similarly, I have a need for a GUI Text Editor that allows "drag and
drop of paragraphs" without a lot of wasted effort highlighting them as
as MS Word and other editors requires just to select them.
I have been looking for something graphical where paragraphs or snippets
would be treated almost as yellow stickies for quick re-arrangement. So
that building web pages or articles for magazines with code snippets and
explanations can be easily rearranged
I would prefer it Windows and Linux based, but would take any OS.
I have found a few web based animals like this, but was looking for
something for the desktop.
If anybody knows of such an animal, please let me know.
