Announce is a separate list - but I have no idea if it is no-digest-only (granted, I have no idea why you'd use digest on a low-volume list like that).
However, a suggestion would be to give everybody who coordinates a meeting site write access to the announce list. It would only be used in emergencies like the one we just had.
