Depends on your repo.  :)

Gentoo had wordpress-3.8.1 in the repository on Jan 24th, one day
after the upstream release.  Granted, the don't have a stable branch
on that package at all, and if they did that would definitely lag (at
least a month by policy except for security bugs, but usually more
than that).

But Gentoo doesn't tie individual package updates to a larger release
schedule.  Individual packages (including libraries) get updated when
their maintainers do the work.
