It's worth a mention that, last I read, if you own a legally acquired
physical copy of the medium, it is totally legal to own a digital copy-
no matter how you may have acquired said copy- as long as it is an exact
copy of the copy you own.

That being said, try a SkipDr:
http://www.amazon.com/SkipDr-Manual-Disc-Repair-System/dp/B0015ACUKC/ref=sr_1_1?ie=UTF8&qid=1414865737&sr=8-1&keywords=dvd+repair

very handy things to have. they basically add a new layer of plastic
onto the read side of the disc. (Most scratches are only in the clear
coating protecting the data wafer; the skipping is due to the optics not
being calibrated to the sudden shift in depth from the data and can't
refocus in time and then refocus back etc.- assuming they're not fixed
focus at all)

ANYWAYS, you can, if you're VERY careful, do the same thing with clear
nail polish and a completely clean, very soft cloth but i highly
recommend against this- the frustration and practice it takes to get
that method done right doesn't compare to the 16USD you can drop on a
repair kit.
