Possibly a scripting language like ruby (ignore the "rails" part unless you're doing web stuff) or python?

Are you trying to have a graphical interface ("putting it into an interface that looks kinda like the physical scanner")?  Because that adds a whole 'nother level to it....  I'm not aware of a "Visual Basic for linux" (Visual Basic was good for quick and dirty windows programs)...
