Being a Perl guy I hate to say this, but...Python. There are a number of great Python books out there, both free and dead-tree. There are also a large number of GUI tools written in Python which may help, such as Meld, Zim, and Bazaar. There are GUI tools written in Perl too, but they are a lot less common as far as I can tell.

I can provide more references for all of the above if needed. I have a vaguely similar project I'd like to work on if I ever have any free time. (I'm thinking by 2025, maybe...)
