yes, you can echo redirect to change runtime swappiness (or anything else, for the most part- there are a few exceptions- in /proc and /sys).
sysctl's -w flag does this also.
set it in /etc/sysctl.conf (your distro may use something different, depending how new the kernel is, if it uses systemd vs sysvinit-style, etc.) to make it persistent across reboots.
