I've done a number of multi-boot desktops, including with Windows 10, and I've always been able to disable secure boot in the BIOS or UEFI menus for the motherboard.

I know laptops have historically been more restrictive, such as IBM and Apple with whitelists of allowed drives or wireless cards. But I haven't heard of them actually requiring Secure Boot. I feel like the worst case would be someone turns on secure boot and then applies a BIOS/UEFI password (without which you can't turn off secure boot) and doesn't tell it to you. Even then on a desktop you could probably do a CMOS reset, but I'm not sure how to do the same on a laptop.

It's up to the firmware. If the firmware can see that there's been activity against the keys in the firmware, it could disable the toggle to keep fools from making themselves unbootable, but that's up to the firmware to implement and strongly advised against.
