Thanks for the input Rich. I'm wondering if anyone else has an opinion or a viewpoint? Please feel free to comment on this. I am interested in all opinions/facts/viewpoints.

It's up to the firmware. If the firmware can see that there's been activity against the keys in the firmware, it could disable the toggle to keep fools from making themselves unbootable, but that's up to the firmware to implement and strongly advised against.

Windows 10 install does not enable nor disable Secure Boot. That's not something an OS can change for you, it requires user interaction, by design.
