[PLUG] Jan and Feb PLUG West meetings are rescheduled

I've checked with ATS, and they'll be able to host the January and February
PLUG West meetings if we push them out a week.

So:

January PLUG West meeting is moved to 1/25.

Febrary PLUG West meeting is moved to 2/22.
