I've setup both Comcast at clients and FIOS many years ago.  I have FIOS in the office.
Here is what I remember.

Comcast required a modem/fw,  and used Static IP's configured on the device.   So yes
you had to have it,  as they provisioned it themselves.

FIOS  had two options on the Optical Network Terminal (ONT), which is a bridge.  1) a cable RG6 
connection to their  TV device / router,  or 2)  an Ethernet jack on the ONT
that may or may not be enabled.  During my install it was enabled,  but I heard later
they switched the default to RG6 and used their router.  (This was before the Quantum router )

The FIOS ONT Ethernet jack is normal Ethernet,  so anything works.

In my case the tech and I tested setup to their free (at the time) Firewall.

So unless they have changed the ONT ,  their is no reason to require any device on your side.

Of course without their Firewall,  they can't to any snooping and/or remote
troubleshooting - so that may be why they want you to install it, and TV functions are not available.
In my case not having a Firewall device has not caused any issues,  even when I had 2 outages. 

Note that with Business FIOS,  static IP, and pfSense I've had only 2 outages in about 10 years
with Verizon business.  I have no complaints,  and they just gave me a free increase to 75/75Mbs.

pfSense can handle dynamic or static IP's just make sure you get the tech to give you the
network info needed.  If you want OpenVPN for outside access, everything is much easier and
more reliable with static of course.

The static comes in blocks of 5 or 13 addresses, and if you switch blocks, they assign you
a complete new range of IP's.

I've heard CAT6 is only 30% more , so why not.
