I strongly recommend Nearly Free Speech, whose staff have the highest
clue level of any registrar I've encountered.  They're not the cheapest,
but their prices are low enough and certainly fair.  They also offer
a number of other services that are extremely well-managed, including
DNS, hosting, etc.  They're adamantly anti-spam (which most registrars
aren't, preferring instead to profit from it) and have robust policies
defending domain owners from frivolous complaints.
