The advantage of asking the user to submit the support ticket
himself is that the tracking system will then notify the user
when the ticket is prioritized, worked on, resolved, etc.  If the
planning guy jumps in the middle and enters the ticket in his
own name, he has to remember to forward all such emails to
the user.  If he submits it in the support system in the user's
name, he may get blamed for "spamming" the user with such
feedback.  Better to have the user enter it directly, and be able
later to check on it, add comments, turn on/off notifications,
etc.
