Try hitting "Alt-E". At least as of version 60.2.1 (64-bit), that should deploy the traditional (as opposed to the  "hamburger" menu in the upper right-hand corner of your current Thunderbird configuration) Edit menu. In the "Preferences" dialog for this version, at least under Ubuntu Bionic, there is a checkbox, "Use Paragraph format instead of Body Text by default" under the "Composition" page.
