The factory reset may have left the router in a somewhat broken state
— it's uncommon and shouldn't happen, but still does from time to
time, especially with consumer-grade hardware.  So I'd try re-flashing
the router with fresh firmware.  The bootloader on a Netgear router
can download a firmware file via TFTP and flash the router with it:

The timing is a little tricky, so you may need to try a couple times
before you hit the TFTP upload window.
