Does the router have IPS/deep packet inspection enabled? That can reduce throughput significantly if the CPU doesn't have the performance for wire-speed routing. Until I replaced it, the Unifi USG I had capped throughput to about 35 Mb/s with DPI turned on. Granted, it only could handle 50 Mb/s with it disabled, so there's that.
