Not necessarily; there didn't seem to be much in the way of public
transit at this year's YAPC.  At least Delaware has a nice college
town right next door.  At UofB you needed a car to get to just about
anywhere.

And it's not like there's not *any* public transit access.  Septa runs
quite a few trains to Newark, though only on weekdays.  The UDel
website [1] says that the #6 DART bus runs from the much better-served
Wilmington train station every half hour.  The 45 minute ride to
campus costs $1.90.  That website also lists 2 airport shuttle
services serving Newark from PHL.
