Hmm, then your system might not use it. But it wouldn't hurt to try :)
The format of /etc/login.access is
		permission : users : origins
where permission is either "+" (access granted) or "-" (access denied),
users is a list of on or more login names, group names or ALL,
and origins is a list of one or more tty names, host names, domain names
(begin with "."), host addresses, internet network numbers (end with "."),
ALL or LOCAL.

So 
	-:wheel:ALL EXCEPT LOCAL .win.tue.nl
would disallow non-local logins to privileged accounts (group wheel)
