Relaying would be when another system connects to your SMTP server to send mail.. Forwarding is when mail going to a specific mailbox is resent to a different mailbox..
As for the second part.. I'm not totally sure what yer looking for, but if the
outgoing mail is already rather small I don't see much of a point to limiting
it..
