Like jasons@dca.net said, tftp is handled through inetd.  There's also
some excellent information in the net-booting/net-install section about
bootp, rarp, and tftp in the installation guide for Debian on Sparc (and
yes, for those particular programs, it is (or is to me, anyway),
distro-independent).  Particularly bootp.  (Use dhcp instead of bootp,
and you won't have to write a /etc/bootptab file, for example.)
