in this sequence, please try passing the following arguments to lilo
upon boot:

linux hdb=none
linux hdb=noprobe
linux hdb=cyl,head,sect
    where cyl,head,sect is your number of {cylinders,headers,sectors}
    on the new drive.

and report the outcome of each boot.

you may also want to try to start with

linux debug

and tell us anything useful that the screen may produce (C-s stops
scrolling, C-q unfreezes the screen).
