See also kbdrate(8) -- maybe write a little shell script (so you don't
have to type "kbdrate -r 30 -d 250" every time) to run, or add a line to
your PCMCIA suspend scripts, or something.

In Debian, it's in the util-linux package for stable and the kbd package
for unstable.  Not sure about testing, but an "apt-cache search kbdrate"
will find it.
