The point is that it's a standard for cell phone traffic that, at
least for what seemed like a long time, every country in the world
except for the US adhered to (meaning that international business
travelers who insisted on always having a mobile phone needed to
have one for "in the US" and one for "everywhere else on the
globe").

It comes up in Neal Stephenson's "Cryptonomicon", fwiw.
