Yes DCA.net is cool.
I have a $50 connection with 5 static IPs.
The funny part is that the line is provided by ... verizon but for the
same price the service is not the same at all. NO PPPoE, no blocked ports 
5 static IPs and a reliable service (at least since I'm subscribed).
