Obviously, you are correct. So, that leaves us to presume that they don't WANT a more accessable site or are ignorant of the fact that many people cannot see their site. Perhaps their IT staff only know Microsoft tools and are not properly opposed by the marketing people. Perhaps the marketing people don't really know enough to say "Hey! we want the site available to ANYBODY!". I've heard this crap before: "If we have to program it for old browsers then it costs too much and will take too long!" Garbage.
