Actually, it very well might.  More and more distributions are linking
daemons against libwrap these days, which causes the daemon in question
to respect the contents of /etc/hosts.{allow,deny}.  (I know that Debian
developers link at least a good number of daemons against libwrap.
sshd, for instance, repects the hosts_access(5) files, even when running
as a standalone daemon.)
