[PLUG] checking for open-relay smtp server

I read today on the debian mailing-list an easy way to check if you are
running an open-relay smtp server.

The test is very simple :

telnet relay-test.mail-abuse.org

will run a few tests (20 currently) on the machine you telnet'ed from
and report you if one of them indicates that you accept to relay
outsider mail.
If your MTA config is ok you will see something like :

System appeared to reject relay attempts

This is very convenient.

NOTE: That if your port 25 is closed, you will see nothing.
