Check out mod_throttle at http://www.snert.com/Software/mod_throttle/ This will cover the apache end of it, I'm not real sure how to tie this into your sendmail data but i'm sure a perl script would do it. Any tips appreciated. I am not afraid of coding my own solution (most likely a perl script) but it would be easier to lazily modify or configure an existing utility.
