In apache httpd.conf (probably /etc/httpd/conf/httpd.conf) 
change the  Listen  or  Port  directive to 23 

Although Apache could care less what port it runs on or 
responds to, running a protocol on a port reserved for 
a totally different protocol is... backwards. 

If the firewall does stateful-inspection this probably 
won't work.
