You can tell apache to listen to port 23 in
the apache configuration file (probably
/etc/httpd/conf/httpd.conf).

and turn off whatevers running on 23.  
I think thats in /etc/xinetd.d/

but what do you mean transfer apache
to port 23 to transfer files?  

why not just use scp to transfer files
on port 22?
