# apt-get install kernel-source-2.4.19
# cd /usr/src/linux
# cp yourconfig .config
# make-kpkg --revision my.own.kernel.1.0 binary
# dpkg -i ../kernel-image-2.4.19_my.own.kernel.1.0_i386.deb

or did you mean something else by manual configuration? :)
