Well, I don't know if it's too late already but SUPPOSEDLY there is (or
was) a static IP trial going on with regular service.. last time I looked
into it (I never got an answer) (about two months ago).. 
 
also, if you have local package or better (uhm, might have a different
title, it's a 29.99 package, I think) you can get residential DSL for
34.95 or so and also there was/is another deal for people in the bell
atlantic territory for $39.99 or so (last month it cost me 38.66 or
something like that... I've got to check into why it went up for me this
month) 

I will see if I can dig up any more information on the static IP trial.
(or, if anybody else has the info, feel free to post it.)
