For a scanner USB is the best thing to have, but I can't recommend a specific scanner.

As far a buying replacement catridges goes, consider refilling them instead. I've refilled many Epson and Canon cartridges with a simple syringe and have saved a lot of cash. One time I bought a complete set of new cartridges only to discover that the problem was actually a dirty head.
