Possibly Covad doesn't offer ADSL from that central office.  You can
tell by qualifying your line at the broadbandreports web site.  It
depends on which DSL line provider Speakeasy deals with in the specific
area you want to get service.  They may get SDSL from Verizon in that
central office and have no Covad connectivity, or some other confusing
arrangement.
