These are the binaries that come from the source.  dict is the client,
dict the server.  You'll need at least those two, plus the data files
you want to serve.  'apt-cache search dict' should return a ton of hits.

And, for Jeff:
lookup-el - Search interface to electronic dictionaries by Emacs.
presumably they mean _for_ emacs, but whatever.
