Even disregarding whitespace differences, it's possible to output the same data structure in different tag orders. I've seen one (homegrown) application that does not even have a stable output order.

Some people have already worked on tools like these. A quick google revealed http://xmlstar.sourceforge.net/, although it seems to be rather incomplete.
