Even if you forget about the potential security problems, you are going to
be hard pressed to get isp's to use IMAP. pop3 pulls the mail to the users
local machine. IMAP leaves the mail on the server. Guess who would need tons
more storage available to make IMAP usable.

It's quite simple to set up IMAP to delete messages either after several days or after a user deletes a message with his local client. Besides, it's simple with some POP3 setups to set up mail to remain on the server too.
