What about KAudioCreator? (Yeah its a KDE app, what would you expect ;) 
It can do Flac, Ogg, MP3, wav, or any other format you want if you are willing 
to add a custom encoder.

It uses CDDB to name your tags, and filenames.

It even comes with a GUI debugger to name your outputfiles and directoreis, so 
you dont have to fight with figuring out what tags go where.
