Look at speakeasy.net. They have a program for reselling your bandwidth to people within wireless range. Admittedly they want a cut but at least they allow it. In addition their service is very well run. I have been with them for over a year and a half with very few problems. Not only that but Speakeasy allowing it means that there is a way for said scheme to function without legal sanctions rearing their ugly heads. There is one sad point to consider and that's the long term. Every broadband scheme I've seen so far relies on some return on the investment in infrastructure, I doubt for example that Verizon has made back its investment yet, or that all of the cable companies have either.
