"Basic" phone service costs about $17 a month before taxes, surcharges and fees.
"Life line" phone service costs about two-thirds less.

Verizon in NJ offers an unlimited flat rate local plan for about $8 per month. (I'm waiting on a quote on the total monthly cost.) They have a limited local plan with only 20 message units for about $5 per month. For about $6.50 you could increase the message units to a whopping 75!
