Nothing wrong with that, it'll be fine for most uses (web, mail, office) as 
long as it's got the RAM.

IME it's definitely worth upgrade RAM as far as you can afford.

Not bad, check for number of PCI slots though. I've seen cheaper machines with 
only one slot, which is a problem when you come to expand it (unless you 
don't mind a tangle of USB cables, but USB doesn't cover everything).

In general, there will always be better deals within a few months.

No clue about Debian, but I've had assorted problems with Dell desktops. (Lack 
of driver support, random crashiness, etc). So in general I wont use Dell 
unless I have to.

Dell has the advantage of scale - they'll likely be about as cheap as you can 
get (for better and worse). I've had reasonable experiences with
