I was surprised that nobody mentioned bugzilla. Maybe because it's more
geared to bug-tracking than general ticket-tracking, but if you work for a
Software company, you might find it useful.

Bugzilla may not do everything you are looking to do, but it's been around
for a long time and is used by a number of Open Source projects. For fun,
I checked the list of project's that are listed as using Bugzilla. 343
companies, organizations, and projects are listed, including Mozilla,
Linux Kernel, Gnome, KDE, Apache, Open Office, Red Hat, and Nasa.

Bugzilla is not surprisingly hosted at:
http://www.bugzilla.org/

Along a similar note, there's also mantis, which I'm not very familiar
with. It's at:
http://www.mantisbt.org/
