More likely, I think what they are really saying is something like,
"You'd be ablsolely crazy if you believe we have a big enough pipe to
the backbone to allow thousands upon thousands of users to saturate a 15
megabit pipe at the same time."

I doubt very much if they will have any problem supplying a constant 15
megabit from the CO to the door.
