[PLUG] network "neighborhood"

I offered with my neighbors a similar idea when i had my connections
up and running, but alot of people have an aversion towards anything
that may not appear private to them. I don't want to sit around all
day and read my router logs and watch what they are doing (Unless
snort starts yelling or something...) but I think they would like to
have control over their own 'utilities'. Its a shame though or it
would be a lot cheaper, I agree.
