Any vendor which IS HIPPA compliant will charge for that compliance.
Amongst other things, it means that they get annual audits to maintain

compliant
is a red-flag (or should be) for your folks.
Note also that HIPPA compliance applies to E-mail as well ...
ANYTHING which
might have patient data in it!
The burden of proof of compliance is on the entity obtaining the data.
HIPPA is a very heavyweight (some say heavy handed) set of regulations.
If your department is part of a larger entity, they most likely have
their
own HIPPA Compliance organization (they must have a Compliance Officer),
which has its own set of rules and regulations you need to follow.
I would be quite surprised if they allowed outsourcing of a departmental
server.
